VO:     WE CANNOT BLAME EVERYONE’S LIKENESS IN EATING CHOCOLATES BECAUSE OF ITS BENEFITS TO US.  THAT IS WHY THE DEMAND OF CACAO IS INCREASING RAPIDLY THROUGHOUT THE WORLD. IN THE YEAR 2020, IT IS EXPECTED THAT THE GLOBAL DEMAND OF CACAO WILL REACH UP TO 5 MILLION METRIC TONS.

VO:     BUT THE CONCERN OF THE EXPERTS IS THAT THE GLOBAL SUPPLY OF CACAO WOULD PROBABLY LACK 1 MILLION METRIC TONS IN THAT YEAR. IN ADDITION, ONE OF THE MAIN REASON OF THIS PROBLEM IS DUE TO CROP FAILURE DUE TO PEST ATTACKS AND CLIMATE CHANGE. HOWEVER, IN THE PHILIPPINES, THIS EXPECTED SHORTAGE IS BEING EYED AS AN OPPORTUNITY.

THE TEMPERATURE RANGES BETWEEN 30-32 DEGREES CELSIUS. OUR SOIL IS UNDER CLAY LOAM THAT IS NEEDED, AND THE SOIL OF THE PHILIPPINES IS ALSO SHALLOW AND FERTILE. ASIDE FROM THAT, THE SOIL PH, THE ACIDITY AND ALKALINITY OF THE SOIL IS BETWEEN 6 TO 7.5 PH. THIS IS ENOUGH FOR THE NEEDS OF THE CACAO.

VO:     IN THE MORE OR LESS 28,000 HECTARES OF CACAO PLANTATION IN THE PHILIPPINES, WE HAVE ALREADY PRODUCED 12,000 METRIC TONS OF FERMENTED CACAO BEANS IN THE YEAR 2016. SURELY, WE WILL BE FLOODED WITH THE BOUNTY OF SWEETNESS OF THE PHILIPPINES!

 

ON CAM EDWIN[3]:            IN ASIA, THE FIRST CACAO WAS PLANTED IN THE PHILIPPINES. GALING ITO SA MEXICO VIA THE GALLEON TRADE. AND AFTER HOW MANY YEARS, NAGA IMPORT PA TIN TAYO NG CACAO. PERO KUNG TITINGNAN NATIN, NAPAKALAKI NG MARKET OPPORTUNITY SA DOMESTIC AT TSAKA SA EXPORT.

VO:     TO INCREASE THE SUPPLY OF CACAO IN THE COUNTRY, A CHALLENGE WAS BEING PUSHED IN THE CACAO INDUSTRY OF THE PHILIPPINES – THE CACAO 2022 CHALLENGE.

 

ON CAM EDWIN:                ITONG CACAO CHALLENGE WILL HOPE TO ACHIEVE THE HUNDRED THOUSAND METRIC TONS PRODUCTION LEVEL BY YEAR 2022. DAHIL ANG SABI KASI NILA, MERON TAYONG 1,000,000 SHORTFALL SA INTERNATIONAL MARKET. THIS IS 10% PERO SA NGAYON, NAGGAGALING SA DAVAO ANG 80% PRODUCTION NG NATIONAL.

ON CAM EDWIN:                THIS CACAO CHALLENGE WILL HOPE TO ACHIEVE THE HUNDRED THOUSAND METRIC TONS PRODUCTION LEVEL BY YEAR 2022. BECAUSE THEY SAID THAT WE ARE HAVING A 1,000,000 SHORTFALL IN THE INTERNATIONAL MARKET. THIS IS 10% BUT FOR NOW, 80% OF THE PRODUCTION OF THE NATIONAL SUPPLY COMES FROM DAVAO CITY.

SO WE TALKED ABOUT ESTABLISHING AN ORGANIZATION THAT WILL SERVE AS A CONTACT PARTY TO TRADERS. AT THE SAME TIME, TO THE FARMERS AS WELL TO GIVE KNOWLEDGE ON HOW TO GROW CACAO.

PURELY PRIVATE SECTORS ARE THERE IN THE CIDAMI – FARMERS, CACAO FARMER’S COOPERATIVE AND ASSOCIATIONS, NURSERY OPERATORS, PROPAGATORS, COCOA PROCESSORS, CHOCOLATE PROCESSORS, AND TRADERS. AFTER SEVERAL YEARS, WE ARE PLANNING THAT THE FARMERS IN MINDANAO WILL BE PLANTING CACAO. WHEN WE WENT TO OTHER PLACES, WE LEARNED THAT A LOT OF PEOPLE WERE INTERESTED. SO WE ESTABLISHED A BIG CONFERENCE: “KAKAO KONEK.” WE WERE SHOCKED BECAUSE ALMOST EVERY REGION IN THE PHILIPPINES ATTENDED. THEY REQUESTED TO CONDUCT A FORUM. SO WHAT WE DID WAS WE CONDUCTED FORUM IN DIFFERENT PLACES, AND THEY WERE THE ONE WHO ASKED ON HOW TO PLANT AND HOW TO PROGRESS THEIR CACAO BUSINESS. WE TOLD THEM THAT THEY SHOULD ALSO HAVE A PRIVATE SECTOR WHICH WAS CALLED AS REGIONAL CACAO COUNCIL.

 

ON CAM VALENTE:           WITH THE HELP OF THE DEPARTMENT OF AGRICULTURE AND THE DTI (DEPARTMENT OF TRADE AND INDUSTRY), SILA YUNG TUMULONG BUMUO NG COUNCIL. FROM THAT COUNCIL, NAKITA NAMIN NA DAHIL MALAKI NA ‘YUNG INDUSTRIYA NG CACAO, KAILANGAN NA MAG SET UP TAYO NG TINATAWAG NAMING ROAD MAP. SO NUNG 2013, BUMUO KAMI NG NATIONAL CACAO TECHNICAL WORKING GROUP. PINAG USAOAN NAMING ‘YUNG VISION NATIN PARA SA INDUSTRIYA. SO NAKITA NAMIN NA, “AY KAILANGAN MAGKAROON TAYO NG COMPETITIVE AND SUSTAINABLE CACAO INDUSTRY SA PILIPINAS.” LAHAT NG IYON, ‘YUN ANG NAGBUO NGAYON SA ROAD MAP NA TINATAWAG NA NATIONAL CACAO ROAD MAP.

ON CAM VALENTE:           WITH THE HELP OF THE DEPARTMENT OF AGRICULTURE AND THE DEPARTMEMT OF TRADE AND INDUSTRY, THEY WERE THE ONE WHO HELPED IN BUILDING THE COUNCIL. FROM THAT COUNCIL, WE REALIZED THAT WE NEED TO SET UP A ROAD MAP BECAUSE THE CACAO INDUSTRY IS ALREADY BIG. SO LAST 2013, WE ESTABLISHED A NATIONAL CACAO TECHNICAL WORKING GROUP. WE TALKED ABOUT OUR VISION FOR THE INDUSTRY. SO WE REALIZED, “WE NEED TO HAVE A COMPETITIVE AND SUSTAINABLE CACAO INDUSTRY IN THE PHILIPPINES.” IT WAS ALL ESTABLISHED IN THE ROAD MAP, WHICH IS CALLED THE NATIONAL CACAO ROAD MAP.

 

ON CAM EDWIN:                ‘NUNG MARCH 7, PINIRMAHAN ITO NI SEC. PINOL, AT TSAKA NI SEC. LOPEZ NG DTI IN THE PRESENCE OF THE PRESIDENT. SO IBIG SABIHIN SINCE MERON NA TAYONG ROAD MAP, ITO ‘YUNG BIBLIYA NATIN KUNG PAANO NATIN I-IIMPLEMENT ANG CACAO INDUSTRY.

ON CAM EDWIN:                LAST MARCH 7, IT WAS SIGNED BY SECRETARY. PINOL AND SECRETARY LOPEZ OF THE DTI IN THE PRESENCE OF THE PRESIDENT. THIS MEANS THAT SINCE WE ALREADY HAVE A ROAD MAP, IT WILL BE OUR GUIDE AS TO HOW WE WILL IMPLEMENT THE CACAO INDUSTRY.

 

ON CAM VALENTE:           THEN AFTER THAT, NAGDECIDE ANG WHOLE STAKEHOLDERS INCLUDING THE GOVERNMENT NA WE HAVE TO COME UP WITH THE PHILIPPINE CACAO INDUSTRY DEVELOPMENT COUNCIL. ITO ‘YUNG MAGSE-SERVE NGAYON AS THE COORDINATING BODY. ITO ‘YUNG NAGBIBIGAY NG DIREKSYON.

ON CAM VALENTE:           THEN AFTER THAT, THE WHOLE STAKEHOLDERS INCLUDING THE GOVERNMENT DECIDED THAT WE HAVE TO COME UP WITH THE PHILIPPINE CACAO INDUSTRY DEVELOPMENT COUNCIL. IT WILL SERVE AS THE COORDINATING BODY. THIS GIVES DIRECTION.

I PITCHED ABOUT THE CACAO PROJECT. WE WANTED IT TO BE ABLE TO USE IT AS A SOLUTION TO SUSTAINABLE DEVELOPMENT IN OUR AREA. WHEN I WON THERE, A LOT OF PEOPLE GOT INTERESTED, A LOT OF PEOPLE WANTED TO BE INVOLVED IN OUR PROJECT IN THE PHILIPPINES. THEY REALIZED THE POTENTIAL OF THE PROJECT, AND OF CACAO.
